摘要
地方政府作为西部大开发的主体,必须积极转换政府职能,在法律法规的完善、经济政策的引导、基础设施建设的投资和社会保障制度的健全等方面为西部大开发提供保障。
As the main body of China＇ s western development, local governments must provide guarantee by transformation of government functions, by improvement of laws and regulations, by guidance of economic policy, by investment of basic facilities construction, and by perfection of social guarantee system.
