摘要
"省直管县"是近年来我国财政管理体制中最受关注的改革模式,也是国家"十一五"规划的重点目标之一。推进省直接管理县财政改革的核心就是要完善与之相适应的配套政策体系。其重点在于进一步完善转移支付制度、科学划分地方政府间财力、积极推进参与式预算制度、加快财经工程建设、加强项目问责和绩效评估、改变相应人事制度。
Province-managed counties in recent years,are the most concerned reform model of China' s financial management system,and also one of the key goals of the national ' Eleventh Five-Year Plan'.The core of promoting the counties' financial reform is to improve the corresponding supporting policy system.The focus is to further improve the transfer payment system,allocate local government financial resources in a scientific way,and promote the participatory budget system actively,speed up economic and trade construction,strengthen accountability and performance assessment of the project and change the appropriate personnel system.
