摘要
合理性与合法性是评价公共政策的两个相互联系着的方面,公共政策只有经得起合理性与合法性的检验,才能真正体现公共精神与实现公共目的。隐蔽议程中的政策制定受私利集团操纵,发生"目标置换",将危及公共政策的权威甚至政治的稳定。解决这个问题,需要通过增强政治及政策制定过程的民主与开放程度。
Rationality and legitimacy are two interrelated aspects during public policies evaluation. Only if public policies withstood the test of the two aspects, they could embody the authentic public spirit and realize its purpose. However, the policy-making in the hidden agenda manipulated by self-interest groups causes 'purpose transformation', threatening the authority of public policies and even political stability. This problem must be solved through enhancing democracy and opening in the process of politics and policy-making.
