<条例>的颁布,提高了工伤保险的立法层次
我国的工伤保险制度,是20世纪50年代初期建立的,标志是政务院根据中国人民政治协商会议第一届全体会议通过的<共同纲领>制定的,并于1951年12月颁布的<劳动保险条例>.
The current industrial injury insurance policy in China is the Trial Mea- sures for Industrial Injury Insurance of Enterprise Employees promulgated by the former Ministry of Labor in 1996.Compared with the Trial Measures, the Regulations on Industrial Injury Insurance has a larger application scope,which covers “various types of enterprise”,“small businessmen with employees”as well as“enterprises,social organizations and private non-enterprise units”.The industrial injury insurance for civil servants imple- ments separate management methods.The specific methods are formu- lated by the Ministry of Labor and Social Security jointly with the Ministry of Finance and the Ministry of Personnel.
